NETA FAQ's

What is the NETA Fund?

The NETA Fund is a new, endowed field-of-interest fund at the Brookline Community Foundation that is focused on health and wellness in Brookline. The first grants from the NETA Fund were awarded through the 2016 Fall Community Grant Cycle.

How and why was this fund created?

In December of 2015, the Brookline Board of Selectmen signed a Host Community Agreement between the Town of Brookline and New England Treatment Access (NETA), the non-profit managing the new medical marijuana dispensary in Brookline. This agreement outlined that NETA will give a percentage of its revenue to the Town of Brookline and will match this in donations to the Brookline Community Foundation, the town-designated Primary Grant Recipient, to ensure that the resources raised benefit Brookline residents, particularly those who are low-income or vulnerable. Consequently, BCF and NETA established the NETA Fund, a new endowed, field of interest fund focused on health and wellness in Brookline.

Who contributes to the NETA Fund?

The New England Treatment Access (NETA) generously provides donations to the fund.  (See above on how the fund was established).

Who can apply for funding?

Grants shall be made to or through tax-exempt organizations that meet the requirements of Section 501(c)(3) of the Internal Revenue Service Code, as well as to governmental bodies and agencies serving the Town. If an organization or project is new and not yet tax-exempt, an application may be submitted through an organization that has agreed to serve as a fiscal sponsor.

How does BCF define health and wellness?

At the Brookline Community Foundation (BCF), we see health and wellness as much more than a physical state. We are guided by leaders in the field, including the World Health Organization, which defines health as “a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity.” Similarly, the Health and Wellness Institute defines wellness as “an active process through which people become aware of, and make choices toward, a more successful existence.” While definitions of wellness vary, most experts identify several important sub-dimensions: physical, social, spiritual, emotional, intellectual, environmental, and occupational. At BCF, we recognize the importance of all of these facets of health and wellness in the lives of individuals and across Brookline as a whole.

What types of programs will the NETA Fund support?

Through the NETA Fund BCF will provide support for a number of efforts including funding for programs that:

• Promote and reinforce healthy, active and engaged living for all

• Support healthy eating and build food security

• Provide substance abuse prevention and education programs

• Expand access to mental and physical health services

• Address health disparities and barriers to health and wellness programming including discrimination that limits opportunities and impacts physical and mental health for individuals based on gender, race, socioeconomic background, disability status, age, or sexual orientation

• Promote healthy and safe neighborhoods, families, and individuals

• Promote aging in place and remaining vital, independent and economically secure

• Focus on environmental health and environmental justice, including access to clean air, water, food, and nature, and reducing and mitigating the effects of climate change

How much funding is available?

The funding is based on a percentage of NETA’s gross revenues up to a maximum amount annually and thus the amount of available funding may vary year-to-year. We advise that you contact BCF’s Program Director for more information.

What is the average grant size?

BCF has a wide range of grant amounts depending on the grantee and program or project. We advise that you contact BCF’s Program Director to discuss.

What is the application process?

The NETA Fund is part of BCF’s Fall Community Grant Cycle. Please refer to the Request for Proposals (RFP) for more information on the application process and materials.

When is the deadline?

The NETA Fund is part of the Fall Community Grant Cycle. For more information on eligibility and how to apply, please see our Fall Community Grant Cycle RFP.

What types of proposals are discouraged?

The Brookline Community Foundation does not provide grants for travel, individuals, research, individual scholarships or support for capital campaigns. If you have questions about your proposal, we advise that you contact the Program Director to discuss.

Does the fund support work and organizations outside of Brookline?

The Brookline Community Foundation only provides grants to non-profits or municipalities that benefit Brookline residents. Occasionally, grants are given to non-profits that are located outside Brookline who are serving Brookline residents.

What is the decision making process for grant awards?

Funding decisions are made through BCF’s grant review process by the Program and Grants Committee. This process may include a site visit or follow up phone call with BCF staff or members of the Program and Grants Committee.

When will I find out if I received the grant?

Please refer to the RFP for information on when grant decisions will be made.

How is the fund managed?

The NETA Fund is managed consistently with other endowed funds at BCF in accordance with BCF’s investment strategy. The investment strategy is managed by the board approved manager following an investment policy statement and with quarterly review by BCF’s investment committee.

How is annual granting determined?

Annual granting is determined by BCF’s payout rate for endowed funds which is reviewed and approved annually by BCF’s Board of Trustees.

Can I make a donation to the fund?

The donations for this fund are given by NETA.  Please contact Jenny Amory, Chief Executive Officer of the Brookline Community Foundation at 617-566-4442 or jamory@brooklinecommunity.org if you wish to establish or contribute to a fund.

Technical FAQ's

What internet browser do you recommend I use?

For the best user experience when applying for a grant, we recommend using Google Chrome 14 or higher, Firefox 9 or higher, or Safari 4 or higher. It is fine to use Internet Explorer, but you may encounter some minor technical issues.

How do I delete a file that I’ve uploaded to the application?

There are two ways to remove an uploaded file from an application:

  1. Once the file has been uploaded a delete button will appear below the file name. Clicking Delete will remove the file.

  2. To replace the file a new file can be uploaded in its place. Simply upload the correct form to the question and the old uploaded form will be erased.

Can I upload more than one file in one upload field?

Applicants can only upload a single document in response to an upload question. If an applicant has more than one file they need to upload, they need to combine the files either electronically or via scanning. There are two methods applicants can use:

  • If the files to be uploaded are in a format that is editable (such as Word or Excel), the applicant may take multiple Word documents or Excel sheets and combine them into one file.

  • If the files are not easily edited (PDF or physical copies), they may be combined by utilizing the Fax-to-File tool. For example, sending two resumes in a fax would result in one PDF file containing both resumes.

Why am I having trouble uploading a file?

There a few different reasons one may experience file upload issues:

  • File names - Remove extra periods or replace them with a dash or underscore character.

  • File size - Files that exceed the maximum file size limit will cause an error. Compress the files or use Fax to File to create a smaller file.

Do I have to complete my application all at once?

No. At the bottom of the application is a “Save as Draft” button. We recommend you save your application often and before logging out. You can log in at a later time to continue working on your application. We recommend that you cut and paste your application answers after each question into a Word document to save as backup.

How can I print or download my application for my records?

If you would like a paper copy of your application for your own records, login to the application portal and choose the Application Packet link. This will create a PDF of your application. You can print or save this document. You will always have access to your application by logging back into the application portal, even after you submit it.
